Milan Stamatovic: Zlatibor is the largest construction site in Serbia

The municipality of Cajetina has issued most of the construction permits in Serbia last year – 98, while by the end of this year there will be 100 construction permits issued, mostly in Zlatibor, municipality president and member of the Presidency of the Serbian People’s Party Milan Stamatovic said, in an interview for Tanjug.

He points out that municipality of Cajetina marks growth of investments in past five years thanks to a well prepared planning documentation and developed infrastructure.

“There are buildings constructed for various purposes in Zlatibor, like business, manufacturing, housing and hotels. In recent years, foreign investors from Russia and Greece have also appeared which is extremely important for us since Serbian market is shrinking due to the economic crisis, Stamatovic says.

He hopes that this image will not change as a result of the application of amendments to the Planning and Construction Law.

“The new regulation is good in some parts and it benefits new investors. However, it is not good that the state is interfering in the jurisdiction of the local municipalities and without a plan or program brings up some limitations that are not the same for everyone. The infrastructure in Zlatibor, in mountainous area, cannot be build in the same way as it is the plain ground that is more accessible, ” Stamatovic said.

The municipality of Cajetina leads in construction permits issuance efficiency. If the investor submits complete documentation, he can get a permission in one day, to build a small residential building, and in three days for larger facilities.

“Our decisions are clear when it comes to the price of construction permits. We provide certain discounts and benefits for hotels and manufacturing facilities construction that will employ local population, while permits for commercial buildings are considerably more expensive. Although we have the highest prices for the fees for constriction sites in Serbia, investors are satisfied as they know what they get in return for the amount paid. “Stamatovic says.

Cajetina municipality is the most successful municipality in Serbia, when it comes to gathering fees for the construction sites, Stamatovic says. About 31% of Cajetina municipality budget is gathered in this way. Those funds are used for infrastructure development, while the average fee collection in Serbia is 1.40%.

At the latest session of the Municipal Assembly, members of the local parliament decided to increase a fee for the construction site arrangements by 20%, starting from January 1st next year.

“The licenses in the Cajetina municipality are obtained on the basis of plans that are made precisely enough, in accordance with known coefficients and the degree of occupancy of construction sites. It is always known what the amount of compensation for the construction site is and who the owners of the land are. That is why construction in Zlatibor is greater than in the whole of Serbia, ” Stamatovic concludes.
